Unfortunately, one reason that many black or brown children are adopted by white parents is that there aren't sufficient black or brown parents applying for adoption. I encourage more to apply. However I adopted a bi-racial child and now have an multi-racial grand-child and though I have not been a perfect parent by any stretch, racism was never an issue.
